Carlisle: Military and Law Enforcement

Military Basics

Carlisle has never supported a strong standing military. In the planet’s early days of colonization, young and able colonists were organized into militias to be called up in the event of attack. The successes of those militias is well documented in history and the people of Carlisle have a very favorable view of militias. Because of this the Duke and each Baron supports a small standing Guard of active troops, but a large percent of the military are part-time militias, armed and equipped by their Baron or Duke. These units gather to train several times a year and can be called up at anytime. Although relatively inexperienced compared to a standing army, the militias often have the benefits that come from intimately knowing the terrain of their homeworld, which would serve them well in an invasion. Carlisle’s people have often preferred to subvert an invader than to defeat one by force.

The Carlisle Defense Fleet (CDF) is the planet’s spaceborne military force. With duties primarily involving customs and system patrol, the CDF is designed primarily to be small and fast. A lessor known branch of the CDF is a ground-based fleet of troop transports and shuttles. Ever since the Kralus Rebellion the Duke has maintained this fleet in order to be able to rapidly move troops to one of the five moons to put down any colonial insurrections.

The government maintains the state sponsored War College in Breed. This institution is used to train officers in every military branch. It is a small institution, with a student population of no more than 1,000 at any given time. Although nobles and commoners both attend this institution, the training program works to break down the barriers of social class by use of “mutual hell”. Graduates of this college are commissioned as lieutenants and are obligated to several years of service in the planetary guard, militia, or CDF depending on their chosen specialty. The College’s commandant is retired General Felix Cordo, a veteran of both the Galactic Civil War and the Kralus Rebellion.

Law Enforcement

Carlisle and each moon maintains a law enforcement department. Sub-branches of law enforcement include customs, immigration, the province and superior court system, and bounty hunting liaison office.

Carlisle’s nobles are not above the law, and law enforcement can prosecute nobles. However they rarely do so without a clearly winnable case. Nobles who are caught and prosecuted are often abandoned by their social class, as it is bad form to get caught in the act. For this reason, Carlisle’s nobles take crimes like assassination very seriously, rarely engaging in such actions without a substantial investment in a cover story and the proof to support their innocence. For this reason law enforcement often acts as a check and balance against the actions of nobles.
